June 19 (Juneteenth) celebrates Texas people enslaved belatedly receiving news in 1865 that two and a half years before, on January 1st, 1863, Lincoln had issued the Emancipation Proclamation. While the Emancipation Proclamation freed some enslaved, the ratification of the 13th Amendment six months later, freed all enslaved. The artist notes the person in this painting is celebrating under the impression that she has been freed but history has shown that true freedom remains elusive to the descendants of the enslaved.
